HCCP Member Cynthia Lifson provides us an annual in-depth review of the session’s accomplishments and defeats, and how those changes will affect our clients. She graduated from Smith College, majoring in government, and from the Johns Hopkins School of Advanced International Studies with a Master’s Degree in international relations. Prior to her admission to the bar, Cynthia worked in Washington, D.C. as a lobbyist for business interests and as a researcher on international projects related to developing nations. Since 1994, she has been the legislative counsel to the Maryland Network Against Domestic Violence. In representing citizens dealing with domestic violence before the Maryland General Assembly, Cynthia has been involved in the passage of over 70 statutes affecting Maryland’s civil and criminal laws and rules of procedure in the state courts.
